To promote and support joint working between member authorities and other orgnisations.
To promote excellence in the management of property assets, delivery of projects and provision of property services in Welsh local government.
To support member authorities through the provision of training, dissemination of best practice, production of standard documentation and commissioning of research.
To represent the interests of member authorities through the establishment of links with the Welsh Assembly Gobvernment and other organisations.
To provide consortium arrangements for the procurement of building products and services.

Savings in cost and staff time through purchase of technically assessed quality components;
forum to exchange ideas, problems and solutions, and to discuss new legislation and current topics through working groups representing a variety of professions and local government services;
Central research on property matters;
Standard construction detailing and specifications;
Exhibitions, conferences and training on property matters, components and legislation;
Unified lobbying of central government and others in relation to property matters;
Preparation of guidance on asset management, performance management, sustainability issues and innovation in design and construction.
